Building on last week’s topic: AI Ethics and Regulation, this week we aim to explore the hidden human cost of AI development. Artificial intelligence (AI) is often heralded as the driving force of the future, promising to revolutionize industries, create efficiencies, and solve complex problems. However, beneath the sheen of innovation lies a harsh reality: the hidden human cost of AI development, particularly in the Global South, including Africa. From the grueling labor of data annotators to the psychological toll on content moderators, the people powering this technology are often invisible in narratives about AI’s advancements.

This article seeks to uncover the human stories behind AI, using real-life examples to explore the ethical, social, and economic issues arising from this hidden labor force.

The Backbone of AI: Data Annotation and Content Moderation

AI systems require vast amounts of labeled data to function effectively. Tasks such as teaching algorithms to differentiate between a stop sign and a pedestrian or moderating harmful online content depend on human workers. This work is outsourced to regions where labor is cheap, primarily the Global South. Countries like Kenya, Uganda, Nigeria, and India have become hubs for data annotation and content moderation, with workers earning as little as $1 an hour under oppressive conditions.

The Case of Mercy: A Content Moderator in Kenya

Mercy, a content moderator in Nairobi, spends her days reviewing flagged social media posts for harmful content. Her job is to remove toxic material such as violence, hate speech, and explicit content. One day, Mercy came across a video of a fatal car crash. As she scrutinized the footage to determine whether it violated guidelines, she recognized her own grandfather as one of the victims. Despite this traumatic experience, Mercy’s supervisor reminded her that she needed to complete her shift to meet performance targets.

Mercy’s story is not unique. Content moderators across Africa have reported exposure to disturbing material, including suicides, torture, and explicit content. They often describe feeling like “walking zombies” due to the psychological toll. Many workers suffer from depression, post-traumatic stress disorder (PTSD), and even suicidal thoughts, with minimal support from employers.

The Monotony of Data Annotation

While content moderation involves filtering harmful content, data annotation entails labeling vast amounts of data to train AI models. For example, Anita, a data annotator in Uganda, spends her 10-hour shifts tagging driver behavior in videos for autonomous vehicle training. She monitors facial expressions and eye movements to detect lapses in concentration. The work is repetitive and draining, offering no opportunities for creativity or growth.

Anita earns just over $200 a month, barely enough to support her family. Her workplace is tightly surveilled, with biometric scanners, CCTV cameras, and productivity tracking software monitoring every second of her day. Like many others in her position, Anita describes the job as a combination of boredom and anxiety—monotonous yet relentless.

Exploitation and Vulnerability

The workers in these roles are often from vulnerable communities, fleeing poverty, unemployment, or urban slums. Companies frame these jobs as opportunities for disadvantaged individuals, but the reality is starkly different. The pay is low, the contracts are short-term, and the working conditions are harsh. Employees who voice concerns risk being fired and replaced.

For instance, moderators at a Kenyan outsourcing firm were exposed to violent threats from groups who disagreed with their moderation decisions. When they approached their employer for increased security, they were told to “stay safe” but received no meaningful support.

Why the Global South?

The outsourcing of AI labor to the Global South is driven by cost efficiency. Labor is cheaper, regulations are weaker, and there is less pressure to provide benefits or adhere to strict labor laws. For multinational tech companies, this model maximizes profit while keeping the messy realities of AI development far from their shiny headquarters.

The Ethical Dilemma

The exploitation of workers in AI’s supply chain raises serious ethical questions:

1. Fair Wages: Should the people who power AI systems be paid living wages?

2. Mental Health Support: How can employers mitigate the psychological harm inflicted on content moderators?

3. Transparency: Should companies disclose the human labor behind their AI systems?

4. Accountability: Who is responsible when the work conditions harm workers’ well-being?

What Can Be Done?

1. Advocating for Fair Wages and Benefits

Governments and international organizations must push for minimum wage standards for outsourced AI work. Companies profiting from these systems should be held accountable for ensuring that workers are paid fairly and have access to healthcare, paid leave, and job security.

2. Psychological Support for Workers

Employers must invest in mental health support for workers exposed to traumatic material. This includes hiring trained counselors, offering regular therapy sessions, and reducing workloads to minimize exposure to harmful content.

3. Ethical Outsourcing Practices

Tech companies should prioritize ethical outsourcing by partnering with firms that adhere to fair labor practices. They must also ensure that the rights of workers are protected, regardless of location.

4. Raising Awareness

Consumers of AI products—from chatbots to smart devices—must understand the hidden labor behind these technologies. Awareness can drive demand for ethical practices and hold companies accountable.
